In 1948, the Board of Governors of the BBC asked the head of the Variety Department Michael Standing to devise a guiding set of moral standards and protocols for the production of all BBC radio and television programmes. Standing produced something that became commonly know within the BBC as the ‘Green Book’. The purpose of the book was to eradicate smut, innuendo and vulgarity from all BBC programmes. After producing the book, Michael Standing took to implementing his guidance with eccentric zeal. In June 1949, Standing issued a memo to all staff in which he forbade BBC employees from illuminating any room with an Anglepoise lamp unless the main ceiling or wall mounted light was also illuminated. Standing held a firm belief that a man working at a desk in a confined space with only the light from a low-wattage lamp would nurture furtive ideas and produce degenerate programme material. The Director General Sir William Haley later rescinded the Anglepoise lamp edict because he thought that the measure was extreme and unnecessary.^[1]

Park Hill is a micro city of Sheffield as Nowa Huta is of Krakow. They are their own entities with links, pulls and ties connecting themselves to the city. You feel that you are on the outskirts of the ‘city wall’ but in reality you are within the boundary co-existing with the greater partner.

Provisional Construction to provoke a Displaced City

A provisional construction can be a temporary event or even a physical thing but it cannot be permanent in its setting. It is a snapshot in time within the city, a flicker of excitement whilst the world passes on in its regular state.

A good provisional construction should make passers by stop to digest what is occurring; at least a moment of thought should be given to the unexpected. They should be made to consider what is happening and see their city in a different way. Too often people are walking in a state of numbness – the familiar becomes too familiar and the mind doesn’t interact with what is in front of your eyes. Provisional constructions tackle this whether it is ethereal or distinct and noticeable. The smallest suggestions sometimes have the strongest impact.

Interdependence is everyday life; the small stuff as well as the big stuff. It is being reliant on people, systems and provisions, and in turn being relied upon.

Interdependence is giving blood to prolong the lives of strangers.

Interdependence is remembering to live by acknowledging death.

Undertaking is interdependence.
